Garrett is the Founder of Throughline. He is a senior corporate affairs executive with deep private- and public-sector experience. He delivers strategies that advance corporate reputation, executive positioning, stakeholder engagement, and policy insight.

Garrett most recently served as Chief Communications Officer at BNY (Bank of New York Mellon), where he guided the organization through defining moments including the Silicon Valley Bank collapse, the war in Ukraine, a CEO banking hearing, and COVID-19 response. He directed a successful CEO transition, launched a refreshed corporate brand, and led enterprise-wide employee engagement for operational and cultural transformation. Under his leadership, the financial institution significantly expanded its media reach, increased the CEO’s share of voice, and achieved record employee communications metrics.

Previously, Garrett was a senior communicator at the White House serving as Deputy Assistant to the President for National Security Affairs and spokesperson at the National Security Council, shaping national security and foreign policy messaging across the State and Defense Departments, CIA, and NATO allies, and multilateral forums including the G7 and G20 Summits. Earlier in his career, he founded and later sold a Washington, D.C.-based public affairs firm.

Garrett’s teams have earned industry recognition from Ragan Communications (Top Places to Work in Communications), PRWeek (Nonprofit Campaign of the Year), and PRSA (Nonprofit Campaign of the Year).

He holds a Master of Public Administration and a Bachelor of Arts in International Relations from the University of Southern California (USC) and is an alumnus of Harvard Business School’s High Potentials Leadership Program. He is a guest lecturer at Southern Methodist University and previously served as an adjunct professor of public diplomacy at USC. Garrett has also served on the Texas State Board of Pharmacy and the USC Center on Public Diplomacy Advisory Board.
